International Innovation Award for Government Quarter Project
Nordic Office of Architecture and Statsbygg win the Autodesk Design & Make Award for innovation in the new government quarter project.
The New Government Quarter Project has been named the winner of the 2024 Autodesk Design & Make Award among hundreds of proposals. The award was presented at the annual technology conference Autodesk University in San Diego, which gathers more than 12,000 physical attendees and over 20,000 online participants.
The project received the award for its work with building information models (BIM) and open standards. Øystein Graffer from Statsbygg and Morten Ræder from Nordic Office of Architecture were present to receive the award.
“This award is highly valued, and it is a great recognition of the innovative technology work done in the New Government Quarter Project by advisors, contractors, software providers, and the client. Despite strict security requirements, we deliver on cost, time, and quality,” says Statsbygg’s Øystein Graffer, who is the technology manager for the project.

Standardization and Automation
Statsbygg has been a driving force for the use of BIM and open standards for many years.
“This is the foundation for us in the New Government Quarter Project to have streamlined workflows through automation, reduced manual tasks, and ensured consistent data quality,” says Graffer.
“Together with the architects and engineers, we have achieved increased creative freedom and significant cost savings. We have also managed to digitize the security-graded construction site with offline digital solutions,” he adds.
Morten Ræder believes the award would not have been possible without the close collaboration between all involved parties.
“Good cooperation with the client Statsbygg, developer Reope, and main contractors Veidekke, HENT, Skanska, and Agaia has been crucial to delivering a solution that sets a new standard for the industry,” he says.
Ongoing Full-Scale
The reconstruction of the new government quarter is in full swing. Phase 1 is the largest phase of the originally planned three phases and comprises 101,000 square meters of new construction and rehabilitation. Phase 1 includes the construction of the A-block, D-block, and basement, as well as the rehabilitation of the High Block and the development of squares and urban spaces. Phase 1 began in 2021 and is scheduled for completion in 2025.
